An Evaluation of the Availability and Utilisation of School Facilities for Implementing the Universal Basic Education (UBE) Programme in Hawul and Kwaya Kusar Local Government Areas in Borno State, Nigeria

Abstract

The successful implementation of the Universal Basic Education (UBE) programme depends largely on the availability and effective utilisation of adequate school facilities that support quality teaching and learning. This study evaluated the availability and utilisation of school facilities for implementing the UBE programme in Hawul and Kwaya Kusar Local Government Areas of Borno State, Nigeria. A descriptive survey research design was adopted for the study. The target population comprised principals and teachers of public junior secondary schools operating under the UBE programme in the study area. A total of sixteen (16) schools, consisting of ten (10) schools from Hawul and six (6) schools from Kwaya Kusar, were selected through purposive sampling. Data were collected using a structured questionnaire and an observation checklist designed to assess the availability and utilisation of instructional facilities, classrooms, laboratories, workshops, libraries, playgrounds, furniture, water supply, sanitation facilities, and other school infrastructure. The collected data were analysed using descriptive statistics, including frequencies, percentages, mean, and standard deviation. The findings revealed that most UBE schools lacked adequate physical and instructional facilities required for effective curriculum implementation. Existing facilities were also found to be underutilised due to inadequate teacher training, poor maintenance culture, insufficient funding, and weak supervision. These deficiencies have negatively affected the quality of teaching and students’ learning outcomes. The study concluded that improving educational infrastructure and ensuring the effective utilisation of available facilities are critical for achieving the objectives of the UBE programme. It recommended increased government funding, regular provision and maintenance of school facilities, continuous professional development for teachers, and strengthened monitoring mechanisms to enhance the implementation of the UBE programme and improve educational quality in the study area.
