Abstract
This study examines the impact of the Quality Management System (QMS) on governance and school improvement in public elementary schools in the Surallah South District, South Cotabato, Philippines. Grounded in Holistic Management Theory, Deming’s Management Theory, and Crosby’s Total Quality Management, the research uses a descriptive-correlational design.
School heads and teachers completed surveys measuring QMS implementation in learning delivery, resource management, and educational assessment, and its effects on teaching, curriculum, assessment, and school environment. Data were analyzed using descriptive statistics and Pearson’s correlation. Results indicate that QMS is highly rated and positively influences governance and school improvement, particularly in curriculum planning and infrastructure.
However, the direct impact on academics and curriculum is moderate, highlighting the importance of local context and resources. The study recommends focused professional development, community engagement, and evidence-based practices to maximize QMS benefits. Findings contribute to quality assurance discourse and call for context-sensitive strategies in education.
