Abstract
The Bajaj industry served as a critical lifeline for local public transport in Barangay Tungao, Butuan City, filling essential mobility gaps for students and residents where traditional jeepneys are unavailable. Despite this vital role, the sector operates in a precarious, informal environment. Anchored on Maslow’s Hierarchy of Needs, this study explored the lived experiences, specifically the opportunities and challenges, of Bajaj drivers. Utilizing a phenomenological qualitative design, in-depth interviews and focus group discussions with ten purposively selected drivers. Findings revealed that the primary opportunity driving this profession is economic survival; it provides immediate income to support family needs and education. Drivers also valued the autonomy of self-employment and their ability to assist the community during emergencies. However, the most significant challenge identified was the lack of legal franchises rather than market competition. The constant threat of government apprehension or “dakop” creates severe financial instability, forcing drivers to rely on “diskarte” and strict time management. The study concludes that, while these drivers are essential, their lack of legal status prevents them from meeting their safety needs. Consequently, the study recommends that Local Government Units transition from punitive measures to a supportive regulatory framework that grants franchises to legitimize operations and ensure safer public transport.
